You can only buy a driver if they are auctioned and if that driver is your level or lower. Your level is 10, so you can only buy drivers level 10 and below.

Because its a large investment for something I don't really need, because I can get everyone from marketplace. Its only level 3, and its not quite affecting my team performance Start upgrading it when you get around level 20. Getting staff from there costs a lot of tokens and you’ll find decent staff in the marketplace.
That's because at L18 and above managers get T20 drivers from their academy. Why would they hire a driver from the market at a wage of £1m+ per race when they can get one from their academy and pay them only £35 0k? This is a saving of approx. £14m over a 20 race season. Edit... Missed an important zero out of the academy driver wage.
