Can you get public access to just walk along side it from the pavement. Or is access totally sealed off via a pay booth of some kind. Not needing to go on board.

You have to pay the entry to go onto the wharf and or alongside. It's well worth the admission fee
Sorry, I don’t know. I’ve always walked here from the city centre which is great to walk along the river. You can also get the ferry from the city centre which is only 10 min or less.
