After a contentious hearing, the Norman City Council approved a plan early Wednesday to create a $1 billion entertainment district that would be the future home of a new University of Oklahoma arena.

The development will include a new arena for OU's men's and women's basketball teams and women's gymnastics team, replacing the Lloyd Noble Center.
