The knowledge that Ken Kaneki, the person, is a ghoul, is not common knowledge in the CCG, only a selected few know about this. They also don't know that Sasaki is Kaneki, and he doesn't know himself.

Haise Sasaki, the protagonist of Tokyo Ghoul:re, is a First Class Ghoul Investigator, the mentor of the Quinx Squad and a member of Team Mado. You can predict (from Season 3's first episode or if you've read the manga) that he is self-contained, good-natured individual.

May 19, 2015 · The Tokyo Ghoul Wikia is correct. Kaneki Ken and Haise Sasaki are the same person. Haise Sasaki does have amnesia and in the manga, (Tokyo Ghoul:re manga) they even say that they are the same person and also that Haise doesn't remember anything of his past...

That was just a physical representation of Kaneki slowly regaining his memories from before he was tortured and manipulated into accepting the Sasaki Haise identity.

That story follows Haise Sasaki who is a member of the CCG and (spoiler) He has Rize's Kagune, just like Kaneki. If they do season 3 and tell us Haise's story, He does discover the Fate of Kaneki.
